Bioware has already announced that ME3 will not be Natal enabled. I'm fairly certain it will be on 360.

I hear Natal is the closest thing microsoft is making to a new console for at least the next 5 years.

and with that, Natal has been changed to being an add on, so you still wont need to buy a new system, just the $100, $150 buck s or so for the Perephreal

However... I cannot wait to see what BioWare can do with Natal. Did you watch that preview vid at E3 with Milo? Could you just imagine interacting with the NPCs in one of BioWare's RPG's in that way? Epic!
Edit: For those that haven't seen it, here's the demo. www.youtube.com/watch

Judging from the way things have evolved from say Kotor on the original Xbox, to Mass Effect on the 360, it will be quite the sight.

I have been thinking about it and I think that Bioware could do some awesome stuff with Natal. I hear that Natal is going to have like a scanner, with that it could scan our faces and just like that our character is looking like us. Natal also is going to have voice recognizion I'm sure Bioware could do something with that.
Natal really looks like It can do some wonders for RPGs and other genres without being something just for casual games like everyone is saying. Oh and OP yes Mass Effect 3 is going to be on the Xbox360.

Honestly it seems a bit fast to push for ME3 at the end of next year. ME2 already was pretty buggy and had a feeling of being rushed.
I hope they don't release it in a year. The 360 is releasing Project Natale soon so I'm guessing Microsoft isn't going with a new system any time soon. It's got a lot of life left in it. It would suck to have to upgrade your system just to play ME3.

As an aside I hope there is no gimmicky Project Natal BS incorporated into the game.

Look how fast the expansion for DA:O is coming ... granted it isn't a full game but that is a pretty fast turnaround for a $40 expansion. Also compare DA:O original dev time to ME dev time. I think we will see ME3 in the 1 - 2 year range.
As an aside I hope there is no gimmicky Project Natal BS incorporated into the game.
Dragon Age was in development during the development of ME1. On the CE documentary, one of the artists talks about how he was pulled from the Dragon Age team to work on ME.
It's also been stated somewhere that console manufacturers aren't even thinking about a new generation of consoles yet as none of the games developers are capable of developing for them yet.
I agree that ME isn't really the sort of game I'd want to play using Natal, but the concept does sound great for other games...
