When Sovereign exploded, Shepard was looking at it. Zaeed was walking away.

Zaeed wasn't in the first game because tracking down Saren was too easy. Zaeed joined in the second at the sound of a suicide mission, and In the third game, it will consist only of Zaeed blowing up, every single one of the reapers it showed in the final scene of ME2.

This is probably BS, but some scuttlebutt spreads that Saren hired Zaeed, then went to Ilos and forgot to send a check his way...

"I'm not doing this without back-up", thought Sovereign, and tried to activate the keepers.
