Quarians have the largest fleet, but it's not a MILITARY fleet, it's a floating town, more like.
It's ground troops aren't exactly resilient, they can die or at least be rendered useless from an infection brought by a bullet that went through their suites.
Even though they are machines, I would choose the geth, they can be of much more help than the Quarians in a possible war... Their technology is quite different and pretty advanced, as they're trying to develop differently, because they know each civilization progressed using Reaper technology, thus allowing themselves to be wiped out by the reapers.
Also, geth can be easily reconstructed.... Quarians take longer to be born and grow up, teach how to fight, etc. Geth pass knowledge to other geth, so what one individual might have seen/learnt from a battle, all geth know and apply the tactics accordingly.
Plus, Geth aren't naturally aggressive, just the heretics. But most of them just want to be left alone and pursue self-improvement.
