Not just their loyalty skills. I mean, does Zaeed, Grunt, AND Garrus all need Concussive Shot? Really?
Party members should have more of a mix of skills....

All should have at least one skill more each, I agree. But alas, it is out of our hands and to Bioware it's likely "working as intended, lol".

Every teammate has some sort of crowd control ability. Some have up to 3. For fighters, concussive shot serves that purpose.

I think he's implying that it's boring for so many people to have a certain skill. I really don't have a problem with it because it means that I'm not limited to one squad member if for some reason I need to bring along someone with Concussive shot. I feel like their other skills are varied enough to make profound differences in game play.
