I would say Cerberus is more like the CIA/NSA/Mossad etc.
They dont care who they use, or whose toes they step on, in order to get the job done.
ME2 renders Cerberus useless...

Ludicrous in your mind, maybe. I believe I've remained fairly open-minded in my OP and later. I've even taken a step back and admitted that Cerberus may not even be anti-alien at all, and just wants what's best for humanity. That Cerberus is pro-human goes without saying. But why use all these alien specialists at all if your preference is human? My point was and still is, that Cerberus needs the other species to keep humanity alive. Without the other species Cerberus would no longer exist at all when the Collectors inevitably succeed. TIM realizes this fact, and looks for the best among all species to combat this threat.

Sure, I agree there. TIM isn't advocating exterminating other races or anything like that. He'd just like to see humans rule the galaxy. I don't see him wanting to rule himself - he seems more like the type who prefers to stay in the background, which allows him far more freedom in what to do without having to worry as much about public opinion. Doesn't mean there's not a place for the other races, in his mindset, just that that place is 'beneath humans' where they can be useful if necessary.
He's also a practical man. There's only one 'the best' at any given time. If that best person happens to be a Salarian, then that's who he wants to use. He would like to make it so that humans are the best at everything, I would suspect (notice various Cerberus experiments to improve humans in one way or another, such as biotics with Jack) but he understands that we are not, currently, the best at these various roles, and therefore need to look elsewhere at this point in time. The collectors aren't going to wait for human scientists to surpass Mordin, or whatever.
