Captain Bailey quits C-Sec as a result of increasing disillusionment with Citadel bureaucracy.
Captain Bailey joins whatever (para)military organisation Shepard is working for.
Captain Bailey gets transfered to the Normandy and becomes your XO.
And most importantly, Captain Bailey continues to be voiced by Michael Hogan.
The only other alternative is to magically resurrect Pressly and make up some nonsense excuse for why his vocal chords failed and now sounds exactly like Michael Hogan.

Was being in command really so nervewracking for him that it would need to be announced that he was happy that the commander was back aboard? Or did they mean relieved as in he really should have gone to the bathroom while you were away...

Presley is certainly the unsung hero of Mass Effect. Seriously, the man had a great role in saving the Citadel - after Shepard and his team dropped with the Mako down to the surface on Ilos and contact was lost (when they entered the underground bunker of the Protheans), instead of sitting in orbit and waiting, Presley led the Normandy do the Alliance 5th Fleet, raised them to combat ready and probably persuaded Hackett to head for the Citadel as soon as possible.
Without him, Shepard would have still failed after Sovereign and the Geth fleet decimate the few Council ships.
So, thanks to Presley! I really hope we get a decent XO in Mass Effect 3, also maybe seeing engineer Adams again. Nothing against Miranda, but she didn't strike me as a competent ship commander, something Presley obviously was.
