I played ME2 before ME1 and Shiala was actually one of the reasons for me to play ME1 besides, of course, saving the council and such. So I let her live and when I met her again on Illium, I felt really great for doing so. Maybe she didn't have a major role in both games, but for me, she's right there alongside Wrex, Virmire and the Council to name a few big decisions. I hope we will see her again in ME3, in a larger role with any luck.

For those that killed Shiala, the world is as they wanted it to be and she is no longer apart of it. You can still beat the reapers in the end. If you think the content Bioware includes pertaining to Shiala is worth it by all means replay that scene and spare her.
