I don't know the point in history when (some) players started expecting to be able to go EVERYWHERE HERE AND NOW & complete the area. Even in DA you can't do it.
How about a new strategy - this area is too hard for me now, I'll come back later.
No, genlocks and hurlocks have a level tied to the area they're in, just like in the vanilla edition.

Thats true, but the areas you can access are clearly signposted.
The more linear you make the game, the less something like Level Scaling is required.
The problem with that approach is that people WILL go there and get frustrated that they can't make any progress, many player might even give up altogether. Much better to disallow access to the area rather than frustrate players.
So when I earlier stated the game wouldn't work without level scaling I was basically right, since even the mod to remove level scaling recognises the game still needs level scaling.
