And how would that work? When the character comes onto you, pull right trigger to punch them and left trigger to kiss them?

If I had to guess, the renegade points you get have to do with 'fraternization'.
You are Kelly's superior officer, and should not be going on a date with her.

If you talk to Kasumi, your date with Kelly is common knowledge, and Kasumi says word indicating she approves of your LI in Kelly.  

Since I don't believe my Kelly grrl is spreading scale itch, I have to assume any paragon points you may get, have to do with pursuing a healthy relationship, in a healthy way (though I admit to pure speculation here),

Technically, the SR-2 Normandy is a civilian ship. You can date whomever you please.

The real reason: a dev on the forums here answered a similar question (crap! can't find link). he said that during development, they noticed there were way too many paragon opportunities compared to opportunities to get renegade points. so one quick fix among others to rebalance the system was to give some renegade and paragon points during some instances, such as this one.

You get both paragon and renegade points because the game doesn't know what the hell to think about it. It's confused. You can hear the game muttering to itself.

"Wait, so this is a romance? It isn't a romance? Oh okay. It is a romance. But it isn't?"

"Is Shepard involved with someone? So this is cheating. Wait. It's just dinner? So it's not cheating?"

"Wait, there's a lap dance? So it is cheating."

"Wait, Shepard isn't seeing anyone else this time through? So it's not cheating."

"But it was cheating the last playthrough when Shepard romanced Liara..."

"Wait, the lap dance is optional?"

Bingo.  When you get equal amounts of paragon and renegade, it is more like saying "+ to persuade".  Persuing a relationship with Kelly, be it friendly or romantic, helps both renegade and paragon Shepards.  If you are a paragon Shepard, it doesn't hurt to get renegade points as long as it doesn't tip the scale the other way.  Getting equal points in both will never tip the scale.
We thought about having the GUI notification say "+5 Persuade (Paragon and Renegade)" to help avoid confusion, but that feature didn't make it in.
