Four Stars: Miranda: She is the most effective, versatile and resourceful character. She can fight agains any kind of enemy with any kind of defenses. Also, add to that a unique bonus to all squad, that can add a substancial amont of healthy and/or weapon damage to the whole team. It's true that other team mates can perform some tasks as good as Miranda, but no other can be so effective in any ground. Not to mention she has 31 squad points avaible.
.
Three stars: Garrus: He is very strong team member. With good powers agains both organics/barriers and mechs/shields that can boosted with his passive skill, excellent set of weapons and AP ammo, one of the finest ammo types. Garrus, when deployed in the right place, will have no match.

Grunt: He is a tank. No other can take so much damage for you. Very effective in close range, can provide incendiary ammo for your whole squad and Concussive Shot give a fine option to take down enemys and barriers.
.
ZaeedZaeed in another one that can take a lot of damage for you. He can provide your squad with Disruptor Ammo, making you deadly agains mechs/geth, has Concussive Shot to take down enemys and barriers and Inferno Granade take can be useful agains armor. He is not as resourceful and versatile as Miranda, but can be taken almost everywhere.
.
Two Stars: Legion: He is strongest when fighting other mechs, but when you give him the Widow, he can deal large amounts of damage agains any emeny. However, lacks some confiability because he needs to be shooting your target to deal most of it's damage and his combat drone has a huge cooldown.
.
Mordin: The professor has a great combination of powers. He is great agains armor and enemys without defenses, when you have other to take down enemys defenses, MOrdin will be very deadly. Not to metion he has small cooldown due he's upgrade that can be purchased in the Normandy.
.
Samara: When Loyal, Samara can easily take down barriers/armor with Reave. She also has some biotics to use in enemys without defenses and an assault rifle.
.
Thane: Thane with an sniper rifle and Shredder Ammo can be devastating agains unarmored enemys, with Warp to take down enemys armor/barriers Thane is a great choice in some levels.
.
One Star: Jack: She is the most powerful human biotic, the problem is this doesn't matter to enemys with defenses. Most of Jack powers become almost useless untill you take down enemys' defenses, making it much less effetive. She can provide the excellent Warp Ammo, but is most of the times not worth the trouble of having her on your team.
.
Jacob: He lacks great powers. PUll if effetive only at some times, and barrier is a power that helps more himself than the team. In the other hand he can provide Incenediary ammo, but it's not worth it.
.
Morinth: She is pretty much Samara without Reave. And considering that's Samara strongest point, that is really not good to the Ardat-Yakshi. It's true that to counter that she got Dominate, but it's really not useful as Reave.
.
Tali: If Morinth is Samara without Reave, Tali is Legion without the Widow. And again, as in the other case, Widow is Legion strongest point. Tali will do just fine agains geth, but will suffer agains other enemys. Her drone has a huge cooldown making it almost useless.
.
* out of four stars.
.
Note: Feel free to disagree and discuss. I'm sorry if I wasn't clear at some time, I tryed to be brief and objective. To justify my decision I thought like this: How would our teammates perform if you took them since the beggining, in every mission. Some will suffer a lot in some missions and destroy in others. Some will lack it main strength for most of the time because has to unlock theirs special abilitys and because of having only 30 squad points (save Miranda and Jacob).

I don't like Miranda. She's forced upon me in the plot, and then she is too useful to leave behind. I hate Miranda...

And Tali, while I am a Tali fan, will agree that she's not the best, but at lower difficulties you can use whoever you want with no problem. Lower meaning Normal or Veteran.

There is really no universal good teammate actually - all of this depends on your actual class and the opponents you fight with.

As an adept, I found that Garrus and Tali were the best team on fighting mechs and blue suns mercs:

* squad tungsten ammo to do bonus dmg against health and armor

* energy drain and overload instantly strip shields

* AI hack on any unprotected enemy mechs

For blood pack, I find Mordin and Jacob to be invaluable for my adept:

* incinerate and squad incendiary to strip armor and stop regeneration

* pull to set up warp detonation or heavy throw

* cyro blast to stun enemies for a period of time, add a dmg bonus, and stop regeneration

For eclipse so far, I'm liking the Garrus and Jack/Samara/Thane combo:

* Overload/reave/warp to disable defenses

* warp ammo or tungsten ammo depending on the need

* pull/throw combinations

For collector ships, I usually use Samara/Thane and Jack:

* reave/warp to disable barriers

* fast pull for throw or warp detonations

* warp ammo for the shooty parts

So, as you can see, OP, there really is no universal good teammates to use - and Miranda especially is definitely not the best teammate in all situations for all characters - especially not for engineers or adepts.

My vanguard class though, uses Miranda almost all of the time.

Yeah, I agree. I should have said that.

.

This rank is very generic, as you said. It's to simple to say 'this is the best' . I just tryed to do something based is some logic.

Probably would've been better doing it based on classes themselves since that will be more of a guide.
For example, I find that Jacob who is one of the best teammates for an adept in some missions becomes even less than useless for vanguard/infiltrator/soldier builds.

Play a soldier and take anyone really.

They all have their uses.

I even played a soldier and took Legion and Garrus at the same time.

All sniping was funny as hell. Send in drone and then pew, pew, pew.

I feel like Garrus could be fairly useful but he dies ridiculously fast. It doesn't seem to matter where I put him, he just gets killed all the time

I notice you seem to hate a lot on the shotgun users. While they did suck at launch, the addition of the eviscerator has made them a lot better. I think you're underrating Jacob in particular- Jack still isn't that great. Nor is Tali, really- AI hacking is mostly valuable on Geth missions, of which there are 3: The first is her recruitment mission where you can't use her, the second is her loyalty mission where she's mandatory (really useful though) and the third is Legion's loyalty mission, where you're required to bring Legion who have AI hacking himself.

you know, I think it's just a coincidence... I like to have squad mates with shotguns. Tali in her loyalty mission can be quite deadly with it in close quarters.

I agree that Legion is better than Tali, but you get legion very far in the game (at least in my playthrough), and early Tali ability to use drones in my opinion is very good if you don't play an engeneer.
Drones means crowd control on any sentient enemy in the game, even husks, varren and racni, and works on any barrier/shield. In my perfect team (but these are personal tastes) i want to have a drone user for EVERY situation.

But even if i am a tali fan, i completely agree that as soon as you get legion and give him widow it's a MUCH better choice

Miranda is easily the most useful character for any build or class. So overall the OP's list is pretty accurate.

I agree with this list in general. It'll change around a bit based on difficulty and/or class but otherwise it's pretty solid.

In my honest opinion, I'd put Grunt over Garrus because of Krogan Vitality, Krogan regeneration, Fortification, Claymore Shotgun, Incendiary Ammo, assault rifles and Krogan charge. I've seen him insta-kill several Husks in one charge, as well as knocking down a Scion with it.

I'd also put Legion over Zaeed as Legion has much better survivability. Geth Shield Strength coupled with Geth Shield Boost results in survivability almost like Grunt's (since Shield Boost essentially heals his massive shields). The Widow Sniper Rifle (and his AI usually making him hang back) just adds to his overall squadmate capability.

Also, I wouldn't say Miranda is above and beyond the rest. She may have the best offensive skillset and bonuses, but she dies rather easily when her AI makes her charge to get in decent range for her SMG/pistol. She's more useful than Grunt or Garrus, but not enough to have her own tier.

My list would be similar to yours:

High Tier

1. Miranda
2. Grunt
3. Garrus
4. Legion

Mid Tier
5. Zaeed
6. Samara
7. Thane
8. Mordin

Low Tier
9. Jack
10. Jacob
11. Morinth
12. Tali

Miranda and Garrus combo is unstoppable IMO If they don't hide on the highest crate that is.

Mordin isn't that bad since his shields are glitched for the moment and he has a powerful incinerate.

Grunt is at the top of my list, with Miranda being second. Zaeed takes third because of his Inscior and +50% damage boost, and Mordin follows up for the above reasons. Finally, I'll give an honorable mention to Jacob because hes probably the best support character. having a good ammo type, pull, and barrier for survivability is pretty awesome, its just that his weapon choice is bad and his class talent is weak.

1. I guess Miranda is good for any situation, and her squad bonus puts her above the rest.

2. Garrus: Effective against barriers, shields and armor. Closely behind Miranda.

3. Thane has great damage output and warp, what do you want more?

In no particular order: Grunt is a tank, which is always nice.

Zaeed deals lots of damage.

Mordin: Good against anything big and/or armored.

Tali: Combat Drone is great and Energy Drain is too.

Legion: Drone is great, like i said. Less support against shields than Tali, more direct damage.

Once Reave is unlocked, Samara becomes very useful.

10. Jack is useful for Husks/Varren on lower difficulties.

11. Jacob is Grunt for beginners. Takes some damage, deals some. But nothing special.

For the character rankings are we assuming Insanity difficulty? Also, it might be better to rank each character in relation to Shepard's class. It's also completely dependent on how you built Shepard's skills. There are so many variables that it's hard to call squad mates the best or worst. For example, most people say that Jack is useless on Insanity. However, she fit in with my soldier build perfectly. Shockwave is a great crowd control skill to throw out even against enemies with defenses because it hits enemies in cover. While it doesn't throw them around like a rag doll, it does stand them up, giving me plenty of time to pop HAR and snipe them or use that couple of seconds to storm to a better position. So, for my playstyle, Jack was "top-tier." And that's what makes this game so great and keeps me replaying it. The possibilities feel almost limitless and every playthrough feels fresh to me.

As it was already mentioned, it really depends of your own class.

On my side, playing a soldier.

Against Bio Ennemies (Collectors/Berserkers/Blue Suns/Eclipse)

- Mordin : his incinerate power is one of the most powerful of the game. As I usually play with a Geth Pulse Rifle, I killed ennemies shield quickly (I play Hardcore) and he incinerates then.
- Grunt : when facing dangerous close combat ennemies (mainly against collectors and Berserkers)
- Samara : biotic power + assault rifle + great look
- Amanda : biotic power + commander power + great look.

Against synthetic ennemies (geth, blue suns, meca)
- Legion : assault rifle, widow + AI and quite resistant + great look. It's a pity he is there so lately. Can't play with it a lot unless I condamn my crew.
- Miranda : good against shield.
- Tali : drone + AI
- Garrus : power discharge.

I never use Jack. Not very useful and she has nothing others don't (plus I really don't like the concept).
I have no reason to use Zaeed except for Inferno grenades. But I prefer Mordin for a similar power.
Thane is far from efficient, even if I love the character itself.
Jacob has nothing others don't.

Generally, I do not give a sniper rifle to the other characters because I'm the one who snipes. I prefer they use assault rifle or machine gun. Much more efficient against ennemies IMO.

However, I play with every characters but Jack who never get out of the ship. I always do the job no matter who comes with me.

compared to the me1 they all suck. they improved pathing and but made the AI even more stupid then before. worse you can't even get them to direct fire to single enemy.

Sure you can. On the pc just use q and e, not sure about the failbox command.
