 I very much doubt it.  It'd be cool to see how he got to Omega and got set up as Archangel, but Redemption is primarily Liara's story, and happens in the days after the opening events of ME2.  If I remember rightly, ME2 states that Garrus has only been on Omega for a month or so, almost 2 years after the events of Redemption.
I'd love it if he was in it, with him being my favourite character and all, but I just don't see it happening.  That being said, Mac Walters (lead writer on ME2 and Redemption) says in an interview you can read here that he has 2 more stories he's working on, if Dark Horse comics are interested.  Considering #1 sold out in 3 weeks and #2 in, what was it? 6 days?  It's a pretty safe bet that we'll get to see those stories.  My bet is on one of them being Archangel's story (any bet's on the title being Mass Effect: Salvation?)

There was some "unknown sniper" that saved Liara and Feron by putting holes through a few dudes. My take was that it was a Garrus cameo.

I was under the impression that at the time of ME2, Garrus had only been on Omega for a few months, but I may be wrong.  If that is him in redemption then it's pretty cool.  I just hope one of these other stories Mac Walters is working on turns out to be the origin of Archangel, I'd love to read that...

That was what I thought originally as well. Ah well, my copy of #3 should drop through the door tomorrow. I've been waiting til then to re-read, so I'll be watching for that.
