From everything we've seen so far, the spectres seem less like an organized elite special forces division and more like extraordinary people given a special shiny badge and told to get stuff done. Most spectres seem to work either alone or in small teams, and very rarely with other spectres.
The council also doesn't seem to pay spectres, although this offsetted by letting them keep almost all loot captured during their missions. Missions much of which I might add seem to be left entirely up to the invididual spectre to plan up.
The only people you're answerable to is the council but even then, you can just cut them off, do pretty much whatever you feel like, the council doesn't seem keen on punishing you so long as the mission is done.
So Spectres are basically Space Privateers?

Well the council does give them missions sometimes so they can still tell them what to do but mostly your right, they're left to their own devices.
