Recently played through the first ME again and noticed the similarity in the eyes of Saren when he first dies (impaled by glass) and The Illusive Mans supposed genetic implants. Similar to the both the Husks and Saren in my opinion. Maybe if you work with Cerebus (renegade ME2 ending) or not, he's somehow been under their control the entire time because the Reapers recognize that humanity will be the strongest factor in whether they succeed with their latest cycle or not? The Illusive Man is already a pivotal figure in the galaxy at the end of ME2, even more so if you side with him and give him the Collector base. I don't know, it's all speculation but I find it an interesting future plot point

This really should be in the ME2 forums. But I agree; it's plausible. We can't rule out that the Reapers are not a monolithic, united force, after all. There may be some Reapers who are at odds with Sovereign/Harbinger's schemes and have their own agents in place in the galaxy to advance their causes.
