I've seen preorders that say they ship on 8/25. I know Amazon and several other online retailers will have them. I'm not sure how many stores will carry them, but I'll be checking my local Toys R Us.

They're being done by DC Direct, so I know most comic shops will probably carry them. And as said, online retailers will have them, from the major ones like Amazon.com to smaller, online comic or collectible sites. You might even see them in bookstores like Barnes & Noble or Borders, depending on how well they sell.

How much would you pay? That's the real question.
The variable cost associated with current action figure production is extremely high and pegged high by the need to create steel tooling and the extreme variety in paint applications that are available. We're talking "minor" changes that can toss in extra cost in the thousands of dollars a pop and which will sport plenty of variations that would be underutilized to the point of extreme loss. Since this is the existing industry standard, to my current understanding, I don't see this as a viable option.
Allowing you any everyone else to get your custom Shep would likely create an unsupportable cost structure. We're talking a wide variety of tooling for all of the armor and heads. It's not as simple as making the armor modular on a base body. That might mitigate cost to a degree, but nowhere near the necessary amount to create a feasible break-even proposition.
Hopefully you're not also suggesting that they make it exactly to spec as it is in-game. Especially if you consider that every Shep could have varying degrees of facial scarring based on Paragon/Renegade levels. This is why trade-offs must be made... at least until 3D printing becomes common enough and cost-efficient to the point where this is a reality.
