I said it before but I'll say it again...at the earliest, by the time Bioware secures another company to make ME figures and then for those figures to actually be produced and go through all the phases of acceptance by Bioware, ME3 will already be out.
Therefore, I think it makes more sense to not only go with a retailer who can get the job done right and on time, but to focus on the entire ME franchise and release characters from all 3 games. Either mix up the series to include characters from all 3 games, or release rotating series focusing on each game (Series 1 is ME1, Series 2 is ME2, Series 3 is ME3, Series 4 is ME1, Series 5 is ME2, Series 6 is ME3, and so on).
It's be easy to release every major shipmate and side characters (Joker, Anderson, etc) and villains (Saren, Collectors, Husks) within 8 or 9 series, which on a 3 series per year schedule would see the line complete by 2015 or 2016, probably right around the time a new ME series would be debuting on the next gen systems...thus allowing new characters to be made and continue the life of the line.
Ideally, I'd like to see a reliable company who do quality work. I'm not too knowledgable about toys in general, but I've heard Neca and McFarlane toys do decent work (though a buddy of mine was less than impressed with McFarlane's handling of the Halo figures...something about them often being broken even before coming out of the package because of their detail).
