Why does post-to-local write to a core folder?

As far as I can see, when you post art resources such as levels and VO to local, they end up in the AddIns>[module]>core folders.

In contrast, design resources normally export to the AddIns>[module]>module folders. They only export to core if the Module or Owner Module property implies that they are core resources.

Does anyone know why art objects are always posted to core?

As I understand it, for a standalone campaign, module resources are only loaded when playing that campaign, whereas core resources are loaded as long as the add-in is enabled. So, doesn't post-to-core introduce an unnecessary risk of conflict?
