How does difficulty effect traps?

Other than the damage scaling, do higher difficulty levels increase the difficulty of trap detection and disarming? I was doing fine detecting and disabling everything as my Dwarf Rogue, except that fire trap in Beraht's Hideout (is it possible to detect that btw?) until I started hitting random encounters after Lothering. I can still detect traps, but fail to disarm them. I have cunning 26 and inproved tools at level 7, so I should have a disarm rating of 46 and I'm playing hardcore difficulty. Are most traps too tough to disable?

This seem kind of ridiculous. I mean, I could have forgone all combat ability and dumped my dex into cunning and have 8 more points toward disarming, but would that even be enough to stay on top of traps?

Hardcore? Do you mean nightmare? Btw your disarming rating is 36 not 46. Only cunning above 10 is accounted for.
Afaik, trap difficulties do not scale. The maximum disarm rating needed is still 60.

I meant hardcore. Good to know disarm difficulty doesn't scale though.

Now I'm level 8 and got 3rd level disarming/lockpicking and can disarm most things again. Are the disarm ratings completely static then? So a level 7 rogue (unable to get tools 3) running into a random encounter simply can't disarm anything?
