In a way it kind of makes sense. If you solve her problems for her you nullify the whole point of the pilgrimage, which is to gain experience of life, gain new skills and potentially new resources. How does this happen if Shepard just buys her a ticket off station? Nothing learned - nothing gained

Both Lia and Ken (quarian on Omega) didn't ask for fell in such troubles... well maybe somehow Ken did ask for them by coming on Omega but Lia did nothing to recive such harsh treatment so it was good to "politely" remind that C-Sec douchebag about his role as law enforcer.

Agreed. She says she came to the Citadel to get a job or to help with the clean up in the aftermath of the Geth attack but no one would hire her because she's a quarian. They even had signs posted saying they weren't hiring quarians!?!
Reminds me of the 1840's in the United States where companies wouldn't hire people who were Irish (even posted signs "Irish need not apply") even though those Irish people came here to escape the potato famine and just wanted to be able to work for a living oh and I don't not starve to death.
I like Tali's line there "I am clan Zorah, crew of the starship Neema." I wonder does that change if you've done her loyalty mission?
As for Kenn he got robbed the first day he was on Omega. Then Harrot made him promise not to undercut him. Although, Harrots a coward and probably wouldn't have done a damn thing to him if Kenn had undercut him.

Need more random quarians in me3 unrelated to Rannoch. Seeing how Kenn, Lia and the Indentured quarian did would be nice. Add some missions on that and I'd buy it
I do realize, that the quarian community is very close knit, and they were all recalled for the geth war, and afterwards - anyone not fighting the reaper war - to rebuild Rannoch, but I don't believem this would restrict Shepard from stumbling upon them.
