We talk Dutch, yes.
That said, she doesn't sound like she originates from The Netherlands... her accent is very different than the "standard Dutchy talking English".
Judging by the subject, I am guessing she or her family originates from the Middle-East.

I'm pretty sure that's some Eastern European accent. It's similar to Russian accent. I'm Russian myself and I hear a lot of Russian people to speak in English on work. And no, Russians who actually good enough in English to freely speak don't have this hilarious "r"-accent like we hear in hollywood movies.

She has a sultry voice. Listening to her trash Sharia makes it even sultrier.
IMO, sounds a bit Russky. Then again, I've always been of the opinion that Tali and other Quarians sounded Jewish, or Semitic. I thought the former comparison made sense because of the Quarians being in exile from their homeworld and all.
