The main story was Leia send distress call to Obi-Wan, robots go off tell obi-wan take Luke along, rescue Leia (mission accomplished) but decide to take down Death Star, take down Death Star,, story over, doesn't abosolutely need a sequel.

Also things happen to make people change. Liara's fought the Shadow Broker to keep Shep's body from the Collector's in the process she lost one of her friends (a drell who's name escapes me at the moment). She now wants revenge on the SB because of what he did to her friend and because of what he almost did to Shepard. Also Liara is not the head a 'mafia' she's and information broker. She sells information to the highest bidder.
As for Garrus, I don't find him going Batman on us such a stretch of imagination, Garrus always one step from being a vigilante anyway. And if you bothered to talk to him you would have learned that while he was killing the mercs on Omega they never had an civilian casualties. Which is in line with what a paragon Shep tries to teach him in the first game.
And Tali completed her pilgrimage and is now taking up her duties to the Migrant Fleet how is that 'guerrilla'? *scratches head*
I'm also glad that Samara is nothing like Liara even though they are both Asari. That Miranda and Jacob aren't Ashley and Kaidan 2.0 and that we got introduced to a new race via Thane.

If it helps, I did enjoy parts of the game. It's just not a sequel. Or good.
Lets see... You mention:

Well... I thought this would have been obvious. Sure we can visit all the old planets again, lets go back to Virmire and see how the crater looks like? I mean... well obviously as the story takes us elsewhere we will be going to other planets. It would be incredibly dull if we only see the same things over and over.
-Story doesn't pick up.
I don't think you can judge this if you haven't even played the whole game yet. The story does more or less pick up, you are Shepard... hunted down by the Collectors as you were cleaning the galaxy of Geth. This is all explained quite clearly. Then you go through the epic scene where you are totally obliterated by the Collectors... as Cerberus rebuilds you they tell you human colonies are disappearing and they want you to stop it... not only that but you find out the Collectors and Reapers are related... I could spoil it all for you but honestly, I have yet to see a valid point.
The only thing I would agree on regarding story is that it suffers from being a sequal. Sequal stories are generally worse (The second part) as the initial revealing as been done in the first and the next exciting reveal mostly happens in the final part of the chapter.
-Returning characters different.
It is called character building. If everyone would stay the same it would be quite dull. Most good movies have stories that go through various phases. Ever read books? They mostly change too.
You mention Liara. Have you actually talked to her? If you really go through the dialogue you can see why she has changed so much. I wasn't happy with it either, but that's how BioWare wanted her to go. She got more cold and brutal. There is also the fact the comic book Redemption had something to do with this.
Tali. I don't really get your point here, she has only improved if you ask me. She got more mature, more realistic. She has completed her pilgrimage and is greatly respected among her people... so now she does some important missions suited for her expertise - being a brilliant engineer. Quite logical so far to me.
Wrex. First of all, go play onto that point. It's a really nice encounter if you ask me.. short though. Wrex's backstory quite fits with this really... No reason as to think why this is odd.
Garrus. Yes he is called Archangel, he explains why too... why BioWare did this? To keep it a surprise of course. If they would say 'We're going to pick up your buddy Garrus' half of the people would be "Huh? Who?" and the other half wouldn't be slightly surprised as he takes his helmet off.
Then as for Grunt, he is slightly random but slightly not. I thought the mission wasn't that great myself and picking up the Korgan Warlord seemed unnecessary but you don't -have- to recruit Grunt. Regardless, it does make sense. You are there to pick up the Warlord/scientist, he doesn't survive the encounter (Sacrifices himself to keep his legacy existing).

I agree (although Lucas had planned 2 or was it 3 sets of trilogies originally) & well ME was planned as a trilogy too, groovy.

Tali was fine. She learned a lot from Shepard in the 1st game about being a commando and a fighter.
Wrex was fine as he was exactly what I expected considering his background and motives in ME1
Garrus was fine, his actions were totally in line with his motives and leanings in ME1.
The love interests were not fine as far as Ash and Kaiden went. They both basically tell you to f'off when they 1st meet you. Them not approving of Cerberus was reasonable but they were all too blunt and judgemental.
Re: Dragon Age. As with almost any game ever some large things in the plot are going to be the same no matter what you do. Even the beacons of RPGdom steer you in certain ways. There wasn't too much wrong with DA.
ME2 was a lesson in 'people change and are not always just the way you wish them to be or remember them being.'
