OK, so in anticipation of Awakenings and other DLC/games I plan on buying a new HD to replace my old 20GB one (since it only has like 3GB left on it). I was just wondering if I do this, will all of my current DLC/promo items for DAO and ME2 transfer over? (I'm planning on transferring the data via a 360 memory card if that makes a difference)...

Worst case you'll have to re-download them. Its not a big deal.
Just note that xbox's xfer almost always has bugs/glitches and the digital licensing gets all kinds of messed up. I even had the transfer cable set and the damn thing didn't work right. So be prepared for it to mess up.
But in general, all the DLC stuff you are worried about can easily be redownloaded.

If you buy a new HDD you will get a CD and a transfer cable. And all of your data will come with it, except your cache, meaning your title updates for games will be erased, but you can of course get them again if you are hooked up with xbox live when putting in games.
Your items will transfer over with the new HDD since they are merged in to your xbox live account.

And if you're ever having problems finding something you downloaded, just use your download history, it will be there.
