Do they have people living and working in them? Because it kinda looks like there's windows on it, because I'm pretty sure something like that would need maitenance.

I doubt it, for the conduit is a mass-relay as well, albeit a small one!

To be honest, at first I thought people lived in there as well 'cause all the 'windows', I assume they are. Thus needed maintance. However I am curious how they re-activate one.

No one works on a mass relay. See that wurgly thing in the 'eye' of the relay, that's in fact a 3d gravitometrically controlled swimming pool. They spend their time swimming in that, sipping cocktails by the pool, it's a breeze.

Personally, I think that the Keepers control them all from the Citadel (besides the Conduit).
