What level must I be to ensure that the DLC armor sets are max tier?

theres no required level if you want to upgrade the stuff to max in my experience
just a bit of patience since the wardens keep store trick up grades them to a random level in my experiance
or if you place on console just dump them in the party storage chest and come back later
edit:however if you *dont* want to spend money on getting the equipment upgraded or use the storage chest trick you need to be lv18
