In all but my City Elf playthrough, when it comes down to a vote at the Landsmeet one of the nobles says that you helped him "in a...personal matter" and that counts as a vote for you. Who was he and what favor did you do? It sounded like something he didn't want to elaborate on and it didn't look like Vaughan so what was he talking about?

It is related to the "The Trial of Crows" questline. I believe it is the last mission that seals the vote for you from that noble.

You help save the noble's son indirectly during the trial of Crows. You eliminated Captain Chase. The Crows recovered the boy from Howe's forces while you were keeping Chase busy.
