Heavy weapons would of been much more useful if our ammo was refilled when we returned to the Normandy. Would mean a lot more CAINs being fired.

Pretty much. I do tout the Cain around for those times I am feeling lazy and do not wanna work on clearing a room.

The Cain is a bit silly, I agree. Basically gives you the option of skipping every boss fight at the cost of not being able to use HWs on grunts, presumably catering to the crotchety fun-hating old man market. Or speed gamers.

I had liara once try to snipe. at close range. she got kroganed out of existance. the lulz were overwhelming

For instance: Blackstorm can lower the defenses of multiple enemies in a very short time - combine that with singularity, cryo blast, neural shockwave, warp detonation...
Grenade launcher insta-kills husks on insanity.
Avalanche works best when you shoot it in 2-3 round bursts on a pack of enemies. Faster crowd control than anything else.
That said, the Rocket launcher is pretty crappy, the Flame thrower doesn't panic opponents, and using the Collector beam means you have to be out of cover to do sustained damage, which isn't true for the Grenade launcher...

You are not alone in that regard. I made extensive use of the Particle Beam, Firestorm, and Avalanche heavy weapons during my playthrough. The Firestorm's probably my favorite out of the three (Who doesn't love a good flame-thrower?) but the Particle Beam came in real handy fighting off Collectors (especially ones being possessed,) and Scions.
That aside, I too am hopeful for a minigun of some sort.

Not at all. I use the Avalanche more then the 'nade launcher. Being able to freeze enemies is quite useful.

A railgun by its definition is a cannon. The ones in use by the US navy (well, testing, actually) shoot projectiles at such velocities that they ignite the air around them.
The railguns used by Shep and co, on the other hand...

I use it when fighting bosses, just hide behind a crate and fire straight up, and it will find the target automatically, yeah it's a cheap weapon, but I love it!
