First off, if you are using a Shep from a prievous play-through and didn't use a "build" and just played the way you felt like it, thats fine, but it helps to have a good build. For example, in ME1 I made it through Insanity with an "auto-level" Shep. From when I first started playing. I had Sharpshooter Bonus, but my Sniper Rank wasn't even half-way through. But my Shotgun and Assault Rifles were maxed. =P

I use a Shep with these following skills.

10 - Squad Inferno Ammo - Burns through extra layers of the scruby opponents like a hot knife through butter, or flesh! =)

1 - Cyro Ammo - Not worth it, because if they are frozen behind cover it's very troublsome to kill them if their buddies are still alive, and they'll just get right back up.

10 - Squad Disruptor Ammo - Same reason as Inferno Ammo, but knowing that you have two strongly powerful assets to aid you in those tough fights, you MUST be proactive in changing them.

10 - Hardened Adrenaline Rush - Its basically the "Painkiller" equvilent of ME2 and you should have no problem finding a target before the rush fades away. (Before entering the rush, scout out the area with the power wheel so you don't waste a cooldown.)

1 - Concussive Shot - This is a bit of a useless power IMO, but its still helpful in Insanity. For example; I was charged by two shotty krogan on Mordin's Loyalty Quest, one had no sheilds and the other one had full. I blasted one and the knockdown gave me a golden opprotunity to slip away down a hallway to setup w/ the Widow. The also a 1HK against sheildless Husks. A simple techinique to take them down. (Mordin Incinerate + Concussive Shot from you or Grunt = Leaves a "Husk" of a body - Lol

10 - Combat Mastery - Shock Trooper - This gives a lot more health, which a HUGE help against the Praetorians, Scion xB's
and Harbinger's.

Bonus Power: 10 - Heavy Reave - This gives you a health boost when used on organics, double damage on mechs. Really helpful against YMIRs'  This also gives the victim extremely bad diaherria and keeps them in place for about 5-6 seconds for you to land a killshot w/ Widow. Best used when enemies are crossing cover, pop out, blast them, and obliterate.

Squadmates -----

Mordin - This salarian is a MUST, he lets you use the research terminal to boost up your weapons to make easy work against sheilds, w/ fully upgraded Collecter's Assault Rifle, or Vindicator,  and Squad Inferno Ammo, their sheilds will drop like flies. His Incinerate is one of kind, he is the only one who can use it, and since Squad Mate powers instantly hit the target, it's basically a shot by a Widow.

Grunt - He is also a MUST, he is two Squad Mates in one, with double the health of a regular Squad Mate. His Concussive Shot is a help against chargers, only if their sheilds are down, if not, you're boned. Or you could use Adr Rush to escape. Give this guy a Claymore, and he will do work. *Make sure you upgrade his vitality too, one when you recruit him, in Okeer's lab, and the other in Mordin's Loyalty Quest.

Well those are my two cents on this subject, feel free to flame, troll, critize. =)

Just finished my soldier on Insanity today.  I went with Heightened over Hardened to make Widow shots easier to line up.  Heavy Concussive is highly useful for enemies closing in on you and for taking down Barriers.   I went with Tungsten Ammo, although Reave is an excellent choice.

Squadmates, almost always Miranda and Garrus.  Between the two of them they can handle any situation with ease.  Squad bonus to dmg, Warp for Barrier/armor/regen mobs, 2x Overload for shields/synthetics, an extra Concussive for Barrier/chargers, Tungsten on Garrus to slice armor again, and Slam for giggles.  No situation or opponent will leave you wanting.  Shep and Garrus can both snipe, both mix it up, or swap between them, while Miranda is a decent placeholder on the field and her submachinegun dmg isnt shabby.

As an alternate, I also found Grunt is a nice sub for Garrus once hes fully upgraded.  He doesn't have the dmg, but he makes a nice linebacker while you line up headshots.  Also, Mordin is WAY undervalued.  I like Zaeed's grenade, but hes simply outclassed by Garrus.
