I see this playing out in one of two ways. Either I convince the council to mobilize against the reapers and everthing goes dandy, council still in place, or the council doesnt heed my warnings and as a result billions die in the initial attack, causing me to overthrow the council and exact some justice for lives lost, as described below.
I feel that if the latter occurs, then it would be appropriate to punish the council in a sufficiently serious way. Seeing as how the Turian Councilor has been the main proponent of the "Ah Yes 'Reapers'" train of thought on the council he would be the one to receive the worst punishment. I believe it would be prudent to impress upon him just how many people died as a result of his inaction, and I would do it in this way. I would cut the TC for a sizable percentage of dead civilian and military person that died as a direct result of said negligence ( I say sizable percentage because it takes 32 years to count to 1 billion at 1 number a second and we just don't have that kind of time).
After the skin has been cut enough times that further cuts are impossible without compromising skin integrity I would open him up and begin work on his internal organs, all while maintaining his vital signs and conciousness (no point hurting him if he doesn't feel it). After those were expended I would heal him and continue until every death has been accounted for. Then I would drop him off on one of the planets that got conquered so that he could die of hunger amongst the corpses of the people he wronged.
Now, if I can convince both the asari and salarian councilors via samara and mordin to side with me then the steps illustrated above need not take place, but no amount of imprisonment or typical form of death (ie execution by gunshot) could even hope to get justice for the billions of lives lost that would result if the Turian Councilor had his way.
Oh, and the other councilor's would just be shot for treason if they didnt act.

Im going to put the Turian Counciler face first into my Reaper smoothies.
Then once my Turian Reaper is complete have it destroy the universe with sonic waves from saying "AH YES REAPERS"

I will be sorely disappointed if there isn't a paragon interrupt in ME3 that allows for a Shepard+Council group hug. I love those guys.

I firmly believe that any interupt should be rengade, because the paragon thing to do with the council would be accomplished through charm.

Via expansion pack we should be able to take all of our evidence from ME2 and jam it up the arses of the council, bootf*ck that turian councillor and demand the alliance wake the hell up.

I just hope they give us another save/kill council choice again in ME3....
my Renegade Shep wants to watch the "Ah yes "Reapers" we have dismissed that claim" look on their faces when a Reaper shoves one of it's metal arms up their asses and fires.
now my "personal canon shepard", Paragon of course....still wants to shove his foot up the councils ass...but wouldn't damn them just because they're ****tards...still even he wants some kind of response to shove "Reapers" in their face.
