Worked for me. I saved on the Normandy and when I restored I talked to Kelly. I got the dialogue as if I just returned from the Harbinger, hug and all. Is that mission still available later?
Wow, I didn't even think about talking to Kelly to give me a clue on how the change actually affects the game. It seems that the hex edit causes the save file to think that you just got back from the Disabled Collector Vessel (which is probably why I'm having trouble triggering it after Horizon on this save).
I'm interested in trying this, but I'm not sure where things stand at the moment. It would be a good idea to summarize and clarify the current state of the project for those of us that want to jump in.
As I understand it this is what you've got working so far:
Start the game and play through Freedoms Progress. Once you've got control of the Normandy go ahead and save your game. Use a hex editor to make the change (00-->03) in your save file. Use the Gibbed save editor to open and then re-save the file for compatibility with the game. Start the game again and load the altered save file. You should now have Illium, Haestrom and the Reaper IFF available on the galaxy map. Is this correct?

It's difficult for me to summarize it, since I literally just stumbled upon it with no previous hex editing/modding experience. Essentially how I found it in the first place was taking a post-Freedom's Progress save file and a post-Collector Vessel save file and using the save game editor to make every other variable exact - time played, level, etc. (except for the quest log). Then I compared the two files in the hex editor and kept changing each part until I was able to unlock the entire galaxy map. It's a tedious process, I know.
If it is, what does and doesn't work from this point on? As long as I don't do the IFF mission can I still progress the game normally?
In other words, can I recruit Tali, Thane and Samara while still getting the Horizon and Collector ship missions in the correct order without any further editing?
As david46 helped point out, apparently the Disabled Collector Vessel doesn't work because it assumes that you completed it already. Horizon stops triggering if you get the Reaper IFF early as well. However, I'm hoping as more people go through the game with the altered save file, it can point out a problem that I (or we) can try to correct.
For the moment, I'm certain of this:
1. If you don't do the Reaper IFF, regardless of who you recruit beforehand, you can still trigger Horizon by eventually recruiting the original 4.
2. If for some reason Horizon still doesn't trigger, you can edit the save file to change that specific 03 to 02 (which also seems to work). This will lock the galaxy map again, but it allows you to travel back to the original 4 areas.
In my spare time I've been looking for a way to prevent the Reaper IFF from triggering. I've found several spots in the save file that you have to change in order to reset the Stop the Collectors mission back to pre-Horizon (so I can bring Legion to Horizon at this point). However, I can't get the Vessel mission to trigger now.
My ultimate goal is to try to get Legion onto the Disabled Collector Vessel after recruiting him - Legion has dialogue for that mission (he only doesn't have any for Horizon). If I can do that, then I can ultimately make a save file that allows recruitment of any of the 11 characters with normal progression of the game.
Basically, I want to play Mass Effect 2 the way it was supposed to be played before the XBox 360 disc split forced it both versions to become linear.
