Underrated: King of Dragon Pass, mainly because very few people know it, everybody that has played it has loved it. Being "indie" does that to you, I suppose.

If role-playing or even choice making turn you off, then you shouldn't

As for Over-rated. While I thought Oblivion was a pretty game on my PC - I really could not get over the boring "combat". Egh. It was not my cup of tea. I suppose I like the accuracy and skill needed in "twitch" games or at least the isometric feel of BG or DA with it's tactical feel.

Gah! Loved the sound-track for this game when I played it as a kid. I use to load up the game just to hear the first level's song. I'm humming it right now just as I think about it!

I mean sure you can call it overrated, I would disagree with you but you can call it overrated. What you cant call it however is rubbish, even if you hate the FPS genre you do have to acknowledge that the game was well made. Crysis has to be one of the better (if not the best) FPS titles released in recent years.

Hmmm while I agree that most Bioware games and the company itself are a bit overrated I do have to question your criticism of choice based story telling. It isnt that choice based story telling is dragging the games down it is more that Bioware needs to improve on the formula.
But please I would love to hear your thoughts on the subject about how choice based story telling is a bad thing.

I dont think you will find many people that will flame you for calling Gears of War overrated, after all it was here that many players voiced their disgust about how they claimed that Bioware was turning Mass Effect into "A dumbed down Gears of War clone".
However I must say that I do enjoy the Gears of War franchise even if it is a bit overrated, over the top and a little bit silly.

Well one game that I don't think was overrated, or really tradionally a high rated Bioware game was their somewhat weird game Sonic Chronicles.

I rather enjoyed FFVIII, warts and all. It's by no means FFVII (still my favorite of the FFs I've played, which actually isn't that many) but still enjoyable. It took me a couple of playthroughs to "comprehend" the nuances of the storyline and combat tactics.

It filters the creativity (and let's be honest here, this is not something that the Bioware storytellers possess in abundance), time, effort, vision, and ambition of the storytellers into multiple different storyline scenarios, and as such the quality of any single given scenario is not being maximised to the full potential of the storytellers (this can also warrant the use of multiple storytellers which can create inconsistencies as far as creative design, vision, ambition, style and content are concerned).
It also removes a lot of the artistry and meaning behind storytelling because events don't necessarily occur because thay are thematically and stylistically meant to in accordance with the vision and design of the storyteller, but simply because that was the particular variable path chosen by the player.
What it can do to aid the art of storytelling is to allow the audience a level of influence over the storyline, but is that really a good thing? The entire purpose of storytelling is to escape into the storyteller's imagination. Adding your own influence over it only detracts from that.
So as I said, it hurts storytelling far more than it helps it (and it can't be said to help it at all).
And that's not even touching upon the video game medium's limitations and how choice based storytelling wouldn't possibly be able to be optimised under the format, or Bioware's own inefficiencies with dealing with the style of storytelling.

Most overrated game I've played? COD4. I actually did like it for quite a while when I first got it, but after eventually seeing just how changed it was from COD1 and COD2 I couldn't take it anymore. When I got WaW it was better but still has too much of what made me hate COD4. I haven't even bothered trying MW2. Looking at all the gameplay videos I can see it's even worse than COD4 was.
