Like I said, Liara, has become a bit wonky, but I blame Bioware writers for that mistake. On the other hand, she did save your dead charred body from becoming a Collector plaything and I think if Liara comes back as a major character in ME3 then she'll be more like her ME1 self. Just an opinion.

For a LI, I choose Tali right away. Liked her siluete, her movements, her behaviour, her voice, her feelings, thoughts, opinions and overall evolution as a Character.
I think that, unless you loved the "ey I didn't kill Dr Heart because Shepard told me it was wrong to focus so much on revenge, but in ME2 i'm doing exactly the same" thingy (I did, Garrus is incredible in ME2), you may have to consider that Tali is like the best developed character the ME series has so far, considering both games.
You can really tell the difference between the girl from ME1 and the woman from ME2.

And I think that even Tali accepts Legion if you paragonise that Legion vs Tali scene in ME2 =/
She's just like you if you accept Legion: once she knows that Geth are not how she though they were, she accepts it and moves on.

- She was the first friend you met after being resurrected
- She was the only person to really express genuine shock that you're alive
- Her recruit mission has several "hints" that she has feelings for Shepard.
- Kelly flat-out tells you Tali wants to be more than friends.
- Her loyalty mission is by far the longest and contains some of the most emotionally charged gameplay I've ever seen. It also proves Shepard's devotion to her (assuming you get her cleared)
- Her actual romance dialogue feels very natural and holds more impact due to the history between them.
I don't think any other LI in either of the two games had so much emphasis placed upon them.

I think the Garrus romance has at least the last point you made. Both of them have a history with you so romance seems more natural. But I agree that the tali romance was the Dev's baby, they gave you so many hints. And because of that, it is strange that I didn't catch on until after the Suit environment discussion. Unfortunately I was romancing Mirranda at the time, but the Tali romance was probably the biggest reason I started a new playthrough.
I kept smiling and shaking my head wondering how in the heck that works, but the dev's pulled it off, in my opinion. Sex would have been stupid and shallow, and would have made no sense at all.

Yeah, I think she is their baby because she was originally supposed to be a love interest, but they feared she wouldn't be liked enough for that in ME1. Fast forward to ME2 and they get to go hogwild on character development for her because of the near Unanimous support for her (possibly an exageration). She always had the most interesting backstory in ME1, but some people found it boring (my brother being one of those people, hopefully he'll come around). As compared to liara's and ashley's backstories though it definitely is the most interesting of the possible love interests.
