I know lots of people have been having problems with the DLC - I just experienced this headache myself yesterday. I figured out how to solve it, for my circumstances, so I figured this post might help others.
There are lots of different issues with the DLC, and this will definitely not solve all of them. There's an excellent FAQ thread on these forums that you can check if these circumstances don't match.
I've got the steam regular edition, on server 2008 x64, so this applies to vista x64, probably vista x86 also. From what I can tell from my research, this problem applies to other versions of windows as well.
Here were my circumstances:
1) DLC tabs in game all empty
2) I registered my game cd key (one of the two provided to me by steam) in my bioware social network account (My Games -> Register Games). Dragon Age shows up as a link in the My Games flyout menu
3) I redeemed my DLC cd key (Profile -> Redeem Promo code). It gave me some sort of success message the first time. Trying again now gives me "this cd key has already been used" or some such.
4) In my bioware social network account, under Profile -> Your registered game promos, my DLC was showing up in the list, but with no option to download or click anywhere.
5) My "my documents" folder is located on a network drive
Solution:
1) Right click my documents, click the "Location" tab, and then click "Restore Default".
2) When prompted if you wish to copy files, click "No"
3) Browse to your old My documents folder on your network, and copy the "BioWare" folder. If you also have mass effect 2 or any other BioWare game, browse into this folder and copy only the "Dragon Age" folder.
4) Go to your new My documents folder in the default location. Paste the "BioWare" folder. If you only copied the "Dragon Age" folder inside, create a new folder called "BioWare", then paste "Dragon Age" inside of it so the file structure is the same.
5) Run the game. You'll know the copy worked successfully if your resolution settings, profile, etc are all the same. If the copy didn't work, the game will have reverted to default settings with no profile.
6) Open DLC tab. Bioware's DLC magically shows up. Download and install it through the in game tabs, then exit the game once they are finished.
7) Open up your my documents folder (your new, default one), and copy the "Dragon Age" folder inside "BioWare"
8) Open up your old my documents folder on your network, browse to BioWare, and rename "Dragon Age" to "Dragon Age Backup" (in case anything goes wrong)
9) Paste the "Dragon Age" folder from your clipboard to your old My docs folder
10) Right click My documents, go to properties, and change the Location back to your old My documents folder on the network.
11) Run the game, and you should finally have the dlc
Whew! It's an annoying process, and you'll have to repeat it for any new DLC. Hopefully BioWare can take care of this in a patch. I'm a programmer by profession, so I can see how this mistake was made, but it should also be a fairly simple thing to fix, seeing as how the rest of the game works fine from the networked folders.
Hope this helps someone in a similar situation.
