Kahoku was dealt with.

As for soldiers, You mean Akuze, right? The project which Cerberus ran on behalf of the Alliance?

There are, you know, ruthless people, who grab the political power and think that it's soldiers' job to die where ordered.

That doesn't alter the fact that citizens vote for representatives, which is all that matters when classifying the form of government.  Whether or not the voting laws are models of perfection or not is irrelevant.

Cerberus WAS the black ops of the Alliance until they broke away and became their own Organization led by the Illusive man. That's why the council nor the alliance trust them because they did infact go rogue and the alliance couldn't stop them and that's why most of your crew is Ex-alliance.

TIM is saying that out of arrogance. Like a metaphor. It's like a bad guy yelling how he is "The Sumpreme God of the Universe, and all must bend to my will!"

That is how TIM is basically saying it. TIM is displaying arrogance. However it is also a figure of speach.
