Is there a way to level my characters that arn't being used on the normandy?

I know I can swap out gear and such at the lockers, but is there a section of ship that will let me level them?

Or must I put them in my group when I leave the ship and do it that waY?

It's possible. Take the elevator down to the storage area on the lowermost level of the ship, where the Make and several other characters are present. Once you're there, go to where Ashley is standing at the left corner ahead of you. Next to her you will find a bunch of lockers similar to the ones located on the upper level (that is, your lockers). These lockers are your teams' personal lockers; you can upgrade and gear them up as you please anytime you want (before or after a mission, inbetween missions, etc) while onboard the ship. There is a name assigned to each one of the lockers, allowing you to know whose locker is which.

EDIT: I think I just misunderstood what you're saying, lol. Unfortunately, leveling up a character  is only possible when that character is in your party during a mission or a visit to the Citadel.  For some reason, their Skills screen isn't accessable through the lockers. You can only level up your own character while onboard, but not your team.

You can't -- one of the nicer design decisions. You don't need to anyway - you can always level them up when you need them.
