Garrus and Wrex, who wouldn't want a bromance with a turian rebel and biotic krogan.
Legion, Grunt, Mordin; good replacements but simply a little less comfortable to go all out bromance with them - yet.
Jacob and Thane are certainly good friends material but let's face it Jacob has more of a pole up his ass then Garrus ever did and Thane comes over as a bit to sober.
Alenko, nice guy but it doesn't click on personality level.
Zaeed, I feel is more a would-be mentor figure and warning showing what (renegade) Shepard would have become if he hadn't joined with the Alliance and went the mercenary route instead (To paraphrase Joker "He's like you {Shepard} but he takes cheques").
Joker, is difficult to place I would call him the best non-bro friend, there is certainly a great friendship between the him and Shepard but also a distance he sits in the ship, Shepard is on the ground, and while they respect each other they couldn't fully understand or appreciate each other war stories (e.g. he wouldn't really understand the difficulty of sniping a guy while under fire during a mission, and Shepard would not really appreciate the difficulty of some maneuver that Joker pulled during the fight with the collectors).

Wrex is more like a father figure to Shepard, with his centuries of experience and unwavering conviction. Thane is morbid, understandably, but he'd probably be the one to talk to about relationships or life. Jacob would probably be the guy who you'd go to the bar with to get wasted and have a good time. Probably the person closest to be a bro is Garrus. You both poke fun at each other, and the reach and flexibility talk is definitely bro material.

After playing Overlord, I think Legion would make an excellent bromance.

While playing Overlord this loki mech was about to kill me but then Legion saved my life. I felt some serious bromantic love even though whether or not a bromance with Legion is even possible is arguable.
