I doubt it, since he was the youngest Spectre ever made (around 20 or so, I think?) and I don't think Spectres have much time for raising kids. And Saren doesn't strike me as the fatherly type. He'd be more likely to eat little kids for breakfast.
Well he was in the military from 15-20, then maniaclly running around as a Spectre seeking vengeance aginst humans over his dead brother from 20 to, say, 35-ish, and then did a stint as a Reaper puppet/geth overlord... I think if he was offered the chance of a fling, he'd say "WTF? I have stuff to blow up, GTFO of my office and stop wasting my time with your casual sex".
In fact, it's probably the lack of casual sex that drove him to Reaperdom in the first place. He should've paid more attention to those asari dancers, the ones Kaidan was drooling over.
