I prefer NG with an ME1 import. Level 60, rich, full bars on both paragon and renegade, throw in the ME2 game completed bonus ... and that's a shepard that still has access to a decent bank account.

Yes but when you click on the 'custom shepard' option it will revert back to the default shep so I hope you have a face code on hand. You can't change your class or background. If I remember correctly you can't change your bonus power either because I remember reloading a save from before the Suicide Mission so I could buy a 2500 eezo respec before importing my Shep into NG+.
I'll confirm the above when I get home.

You do. Its just that they are in your weapons locker and you don't get access to one until you get to the Normandy (which means you have to do Cerberus Station and Freedom's Progress with basic weapons).

yeah that part really sucked on ng+ insanity. I wish bioware would have gone the middle ground, like giving us all the upgrades but no weapons, or all weapons and the first level of weapons upgrades, etc. It's nice using the widow early on, but with no upgrades, you might as well be using the mantis, there's not much difference since the enemy levels are scaled based on your level, not you weapon damage.

For some reason Vanguard was actually easier on NG+ for me. I'm still early on, but once you get the shield pierce shotgun upgrade it's cake. Having you and your squad mates with maxed abilities is better than having all the upgrades.
With Sentinel however it was painful, felt like a grind to kill anything.
