Well, I've helped the two sides, Baelin (hope it's the name is right) and Harrowmont. I've killed everyone in the arena and also convinced the other 2 guys to help Baelin.
But now, Harrowmont side wants me to talk with Baelin to knows his next step, and Baelin sides wants me to talk to Harrowmont to know his next step! The problem is: i've never met the 2, and i can't! I don't have the key to open the Baelin's door nor I have knownledge of Harrowmont's location!

 Is this really a bug? I can't progress in this quest anymore!

I just did that too and signed up to find help here, but it looks like we are screwed dude. Well thats a nice chuck of 20 hours wasted.

Relax. Since we don't have several hundred screaming about this, I would guess that you guys are probably missing something.

I would hope so but I don't know what else I can do besides talk to the Dulin and the other guy. They both want me to find out what each other is doing and I don't know that because I can't talk to the men in charge. If there is a quest to bypass them that would be awesome.

Worse comes to worse, then if you have any unfinished quests, go and take care of them, especially any of the remaining recruits you need.

Yeah,Harrowmont isn't in the house.

Also, the guards of Bhalian allows me to enter his private quarters, BUT, it does need a key! And I have none.

This need to be fixed. I can't continue the main history. :/

Well, atleast I did.

There's the Assembly Steward Bandelor and Vartag, both with yellow arrow upon their heads, but gives me no advance in Quest.

All Vartag asks is if i've already talked with Harrowmont and Steward only talks about he Assembly and that I can't enter now.

Did you talk to that guy in Tapsters(?), the pub in the middle area?

Yeah, I did, he want me to talk with Bhalian to know his next step, but i've never seen Bhalian, and also I have no way to talk with him.

Stuck in the same spot... few guys have arrows over their heads but they won't give me any quests. Also Bhelen and Harrowmont are nowhere to be found

Same problem. It realy looks like a bug to me and a bad one, because you will only find out after several hours of gameplay.

After reading through the posts, this looks like a legit bug. All I can recommend is that you all do other side quests/main story quests, send in e-mails and try to bring some attention to the issue, and hopefully by the time you've completed the other content there will be a patch.

I don't really understand the questions. You helped both sides? You need to pick one or the other.

That's probably what happened here. The bug must be that it allows you to help both sides (playing both sides?) and then can't resolve itself as no decision appears to have been made in terms of picking a side.



Have you got an earlier save perhaps?

I did the same in lieu of knowing (at the time) which side was lying. I now know that the documents implicating Harrowmont were forged (via the Shaper), but having gone through the steps has forced me into a stalemate of sorts. While the two sides have mentioned finding out what the other is up to, I do not have a quest to do so, nor will they talk to me any longer (they think I am a spy). Even the Provings Master has an arrow above his head and says that he was happy I won, but the quest states I failed to fight for Harrowmont. So many arrows above so many heads and none of them will even open a dialog... Even the splash screens when loading say you have chosen both sides and will need to pick one soon, so I know they did some planning for this scenario. Definitely a bugged quest line.

My last save from before doing all of this (since they only keep the last four auto-saves) is from 30+ hours ago... =(
