I think both games were great, and both had great storylines.  But if you're talking about narratives, both had their flaws.

Heavy Rain plays way too many games to keep its big twist from being exposed too soon.  And many actions you can take as a character make absolutely no sense within the parameters of their personality (i.e. Ethan taking the time to scrog some reporter when he's got a clock ticking on saving his son).

I do like the idea of consequences in Heavy Rain, though, and I do wish more games would try something like that.  But to say that ME2 "failed" is a bit harsh.  Heavy Rain was an adventure game, as in a game basically based around storyline, and only developed four characters.  I'm sure if ME2 had only four squadmates, they'd be able to develop them as much as Heavy Rain did, but it wouldn't make for many choices in team building.  The scope of ME2 is just much larger than that of Heavy Rain, so the latter game has more time to delve into its characters.

Not to mention he knew her for like only one or two days. and then they're going to live with eachother? wtf? does he not care about his wife, the mother of his two children?

I would say whereas the game did a great job with Ethan, Shelby, and Norman, Madison was just terrible. I can't think of a single squadmate in ME2 that has that much blandness. No Zaeed is not as bland as madison.
