This has happened in two playthroughs, where I have bought an upgrade (eg. Assault Rifle Damage) at a kiosk and it doesn't show up to be researched in the tech lab. Most recently I was on Tuchanka to finish the last loyalty mission (Grunt) and purchased two weapon upgrades on the kiosk by the Krogan doctor. When I got back to the Normandy, the option to upgrade weapons was greyed out, but my credits were still deducted. To test this further, I went to the Citdael and purchsed Tech Damage which also didn't show up on the research terminal. According to my upgrade list, I was only on tech damge 3/5 so I wasn't maxed out or anything. Very annoying!

You don't need to research things you buy. You get them automatically. We wouldn't make you spend credits AND minerals.

Oh my god! I am such a doofus. Thanks for the clarification- now I am going to go hide my head in a barrel for a while.
