Cool Down Timer? Do we want it in ME3? I have Issues with it..

I am working my way through my 8th gameplay now and I still love the game. I do have to wonder if the universal cool down timer makes sense logically, and gameplay wise. 

Logically it seems that combat, tech, biotic abilitiles should have had their own timer at the very least. Why is it that using overload stops you from using biotic powers or a concussive blast?

Gameplay wise  in my opinion, it seems that it prevents the use of many of the other powers. For example - I hardly bothered with throw or shockwave or even pull because of the timer. There are piles of posts that suggest taking a none activated power as your bonus power for that very reason.

I'm thinking each of the abilities on the character at least should have had it's own cool down to prevent the above. You could have then charged at someone and used a few other abilities while charge powers up. This would make the barrier type abilities more valued too.

At the very least IMHO, each of the subsets should have had their own timer for the player ( and keep the global for npcs if needed).  So then you could use an overload and a warp for example on 2 seperate enemies.
