I have played around with neural shock on my infiltrator for while and loved it. I recently went witha soldier on insanity and decided to pick neural shock again....I can just say wow.

Here is my build

Squad Disruptor Ammo - 10
Inferno Ammo -10
Hardened Adrenaline Rush -10
Heavy Concussive Shot -10
Shock Trooper -10
Neural Shock -1


I am loving this build and playthrough more than the infiltrator.
The great thing about neural shock is two fold. One its a 3sec cooldown without upgrades and Two, you ony need 1 point for it do be fully effective.  This frees up points.

I love squad disprutor ammo for the weapon overheat effect and inferno is just as good as AP and with heavy concussive you dont need warp ammo for the barriers. 

Using nerual shock is a great oh crap button or long range CC. Anything charging or getting up close should usually have their defenses stripped so you can blast them with the shock and they are frozen for 5-6 seconds. This gives you time to either get to cover or blast them. Yes I know you could just use HAR but you can get some crowd control with this from afar also. Get the krogon down to health and shock him...with the low cool down you can HAR and kill him or just move to the next target and let the squad do it for you.

I know that some people will say that slam is ust as good but for me I dont think it is becuase you need to spend 10 points to get the CC ability for 8sec when one point in neural shock gets you 6 seconds (with upgrades). The one thing that slam does have on neural shock (besides cool factor) is it works on any enemy. But again I like having more points to put into the regular soldier powers.

slam is good against husks, couple AR shots, one slam, husk dead.

I agree slam is awesome...I just dont like to spend 10 point to make it really effective for most situations...Neural Shock you get that (well for all organics) for one point
