Actually, all EA/Bioware are doing is ensuring that they get some money from you, the second-hand buyer, instead of nothing like they usually do. They aren't demanding the price of the game to get these extras either. With every second hand sale that retailers sell that's one less new game sale they are going to get. Which equals less money, which then equal less of a development budget, which potentially leads to less of a future game.
That they do. Alas pity the ones who have no credit card.
There's one bright side in all this however. To sell any Cerberus codes at all, they need some pretty damn good DLC, which they would be smart to make available on regular intervals.
