Hi,
Sometimes Shepard will not be able to move and pressing the forward button makes him go up in the air until hes stuck in place. This has happened several times. Is this a bug?

Yep, definitely a bug. Experienced by many people here.
Mostly I just save often and reload when it happens (though you can occasionally find a route in the air that will let you walk back down to the ground.) If you're stuck with an advanced save of Shepard in the air and/or you don't want to have to reload, you can check out the Coalesced Editor and set yourself up with a key to enable Ghosting (walking through solid objects) which can improve your chances of working your way back down.
