Basically how do I get the import configuration utility to work if I don't have ME1 installed? My ME1 game is the store bought version while ME2 is from Steam, and ME1 got wiped when I had some harddrive failures.
How do I transfer/import ME1 saves if ME1 isn't installed?

If ME1 got wiped, then there's a chance that your savegames got wiped or corrupted as well.
But if you're still using the same harddrive, then it should be in a folder within your documents: Documents -> BioWare -> Mass Effect -> Save

Try copying the contents of ME1 save folder to Mass Effect 2\\Save\\ME1. I don't remember if the folder is already there or if I created it myself, but I couldn't get the my saves to import so I just copied them over and they worked.

I don't have any of my original saves except for the ones I got online from the site of people who played it through for us. I'm not sure if I got the proper format or where it needs to go, I'm not seeing a ME2 folder under my documents or a a save game folder under steam/apps/etc

The save folder is in Documents, Documents\\\\\\\\Bioware\\\\Mass Effect 2\\\\\\\\Save I believe. I'm not on my gaming machine at the moment.
Edit: I couldn't remember where I'd read it, but If you got your save from masseffectsaves.com the page that tells how to import your save if the import utility doesn't work.
