He owns a steel mill in Cleveland, shipping in Texas, oil refineries in Seattle, and a factory in Chicago that makes miniature models of factories.

Yep. And the special thing about the model factories is that each produces its own miniature model factories and on and on ad infinitum.
All over the galaxy, people are being misdiagnosed with tinnitus, unaware that tiny tiny versions of the Old Chicago Assembly Station are chugging away next to their eardrums.

I hate to answer this somewhat seriously because I'm guessing I'll get lambasted.
But my feeling is its a number of things.
a. probably came from a wealthy family and had political ambitions to start off with (perhaps also a family history with the armed forces)
b. exceedingly intelligent and moved very quickly through the ranks to special divisions in the Alliance
c. more experience leans him further and further to the "human-centric" vision he has. After going awol or just before, he likely makes contact with the manifesto-ites or contributes. Likely makes friends in high places who had illegal white collar dealings. Wouldn't surprise me if they gave him hints on making money through stocks. The human centric collective probably saw him as ideal so wanted to give him more incentive to be their figurehead.
My guess

I feel like Miranda mentions several wealthy contributors. Which could mean corrupt politicians or billionaires who are somehow aware of Ceberus.
