You're free to interpret it how you want though.
I have to disagree with you, to a degree. When you pursue the romance with Tali she makes it clear that she was attracted to you on some level over the course of the first game. When you give her the geth data and if you tell her that you'll miss her when she's gone she has a very strong reaction to it. It's clear that in the first game by the end she had some strong feelings about Shepard... if you were a guy she had romantic feelings, and if you were a woman maybe it was just a strong bond betweem. Sisterhood or something.
Yeah, this. Even thought Tali says the same things to both male and female Shepard, they can be interpreted differently.
