So far my game works fine, no big issues or freezeing ect... cept I have Pixelation/Blurring problems when I have frame buffer effects on. I would play without it cept it turns off all bloom and I loose all the nice brighter colors.
I have a NVIDIA GeForce GTX 260 on XP and I updated to the newest drivers to see if that would work and it did nothing. Now I know my computer can run this game on the highest of high settings and not break a sweat, and I see nothing that states my video card is not compatible with this game.
So why am I haveing these issues, never had this problem on any game before...(includeing ME,Oblivion,NWN2)

That bluring / pixelation which is most notable on Duncan's Head in that screenshot is not a bug. That's the framebuffer at work, blurring the fire to make it look better, and Duncan just happens to stand in front of it. you will also notice sometimes during conversations, the background will be blurred as if out of focus, and i believe it's the intended effect. the reason for the pixelation could be a certain format that is being used for the frame buffer, that is not being filtered completely / lowish percision in order to maintain a certain performance level.
No doubt though, more settings than just "Enable Frame Buffer" could be useful.

Hmm well dang thats a shame if its meant to be there, tends to ruin alot of cut scenes when all you can focus on is the funky pixelation.
