Immediately after Lothering I bought an Arcane Technique tome form Bodahn but on my next visit to the camp the tome was for sale again. Is it a bug or "working as intended"?

Not sure whether I'd classify it as a bug, more of an exploit of the way they made the camp work.
The very first time you go to camp after Lothering, you're in a special instance of the camp, and Bodahn's inventory in this instance isn't connected to his main inventory that you access every other time you're in camp.
So essentialy his inventory resets to his initial list of goods after you leave camp that first time.

I would say it's a bug. After the first camp, Bodhan's inventory is completely reset. That means you can buy everything twice.
Did someone try to avoid the first camp until having completed a whole quest, e.g. Orzammar? Does it still work then?

You can't avoid the first camp, you're taken there immediately after leaving Lothering. That's the special camp, when you wake up from the first Archdemon dream.
Just going to camp from the world map will take you to the regular camp everytime.

Thanks everyone. I don't want to cheat in any way on this playthrough so I think I'll pass on this "cloned" tome.
