Hey guys first post and of course I was wondering if you could help me with something!

If anyone could upload this type of character to this site http://www.masseffectsaves.com/ that would be amazing can't be bothered to do a complete run through of ME1 for just one decision.

Unfortunately, not. Some come close but are missing some important points i.e. saving Ashley.

That site ask for a save before the final fight when submitting. So if there is on that fits your requirements except the council descisions you may be able to just use the final save and finish the last 10 minutes yourself.
