I download the Collectors and the Cerberus armor and u are supsose to get weapons from them how do u get those weapons???? I also downloaded the new weapon were would these be????

Just use the Weapons locker, your DLC weapons are at the same location as your normal weapons.

lol are you sure i when i click it all i see is defualt weapons pluse i realy havnt got far in the game just got to the normandy

It doesn't matter how far you are. You should be able to access your dlc via the weapons locker at any time.

Yes, i am sure. I finished the game 2-3 times and had always access to my DLC weapons from the Armory/Weapon locker. The first you find is on the Normandy.

If you have started a new game after installing DLC you need to wait till you can read your in game emails before new weapons will spawn. If you are on the ship already check your emails, if the emails dont show up right away try doing a mission and thay should be there. After you read the aproprate emails the weapons will be in the armoury and the armour in your cabin.

did anyone ever get the terminus armor and black hole gun? - thought it was supposed to come with pre order but never got it - was it premium pre order only?

If you were supposed to get it then it should be on a paper in your box, look for any codes and enter them on the site.
